DFCS problems in Georgia
There's a long history behind this news story, of course. Fulton and Dekalb County (these are the main two metro Atlanta counties) have also had some major problems, but have improved a lot recently.
U.S. fines Georgia over child welfare services

Federal child welfare authorities have fined Georgia $4.3 million for failing to adequately address a critical review of services to find homes for foster children and protect children from abuse.
The Administration for Children and Families, part of U.S. Health and Human Services Department, also said Georgia had not done enough to involve parents of children in the system and had not adequately provided for the children's physical and mental health.
Georgia officials say the penalty applies to a review period from 2001 to 2004, and that the system has improved since then.
B.J. Walker, commissioner of the state Department of Human Resources, said Georgia was fined for not taking about a dozen of roughly 200 steps that the state agreed to take after the critical review by the federal agency.

Walker said the $4.3 million fine will not hurt services provided by DFCS.
The penalty comes at a time when the state Division of Family and Children Services _ a part of DHR _ is reeling from the death of 2-year-old Nateyonna Banks.
On the recommendation of the Fulton County arm of DFCS, the Atlanta girl was moved from foster care to her troubled mother who is now charged in the child's death.
DFCS officials say Nateyonna should not have been returned to the mother, who had a history of sexual child abuse reports and emotional problems.
Three workers resigned and another was fired after the Nov. 9 death, and DFCS officials have ordered widespread staff retraining.
I'm fascinated with these cases. My husband, on the other hand, is so sensitive that he can't even bear to watch Law and Order: SVU if there's child abuse being featured that night.
About five years ago I was called in for jury duty and drawn for a jury I'm so glad I didn't end up serving on. I don't remember the exact ages, but it was something like a 14-year-old boy being charged with multiple counts of aggravated rape and assault against his 10-year-old girl cousin. The boy was also related to a toddler who had died in an abuse case the previous year. It was pretty famous locally. The toddler had been placed by DFCS in the custody of relatives, a grandmother and aunt, who tortured and starved him to death. What an incredibly messed-up extended family.
It seems these cases trickle in at a regular pace: child placed back with abusive parents and dies horribly, child placed back with abusive relatives and dies horribly, child placed with abusive foster or adoptive family and dies horribly. I never pay any attention anymore to sweeping "we have to change the system by doing more of ____ and that will solve everything" pronouncements found in op-ed pages because they obviously don't work everywhere. I think real solutions have to come at the basic funding and training level and also need to be local, specific and pragmatic.

we were asked to bring our grandchild in for a 24hr hold.I explained that we had a safety plan fron dville dfacs and a lady from cobb Ms Sharron had already been to are home and given us the ok and are home to keep the baby. The officer said that would not stop the parents fron takeing her out of the home even though the safety plan says the baby was not to leave our home.We went to court and found out we were lied to they sent us out of the room some lady who said she worked for cobb dfacs told the judge they didnt want the case our the baby in there county.They were sending her to dville for a 72 hr hold.Ms.Sharron said we had every right to be in the court room at cobb. Well that was 8mnths ago and we have been lied to repeatley and found the grandbaby abused dureing a visit after that a new case worker took over and sent the baby to coweta couny and has cut everyone off from her and AMANDA GAINES OF DVILLE DFACS has started preadoption which is illegal and has told our family she knows a couple that cant have childern and she is going to give them Brit.We go to court lawyers dont show up and court appointed dont show and dfacs puts it off a mnth at a time or more. This is legal baby stealing through dfacs. We pad a lawyer almost 3 th$ and she did nothing. This is an injustice. My husband feels someone is getting paid. Ms.Arnold

To atlasien: Your husband should be angry. However, what the deal is - is that DFCS isn't doing their job. Most of the cases that go to court are based out of an annonymous caller. Someone calls DFCS and says "Hey, there's a child being abused at such and such" They go and remove the child based on that one phone call. Most of the time the child shouldn't have even been removed from the home. I'm a board member with Georgia Family Rights and I hear stories like this all day long. The shoe can be on either foot. There can be good foster parents and I know some, and there can be bad foster parents. There can be good parents and there can be abusive parents. The whole cases are blown way out of proportion. The dept. keeps the children and then sales them for adoption. The department gets the money. They love little children especially but will take the bigger children to just because they can. When you read stories like this in the paper it is a he said she said story and the whole truth isn't there. They leave out sections because it would make the department of family and children services LOOK BAD! However, in the past year and this year we are working towards getting DFCS workers to do their jobs correctly and efficiently. It will take a lot of time but we are optimistic about the change that needs to come. Just on another note - Not all foster parents are bad and not all parents are bad just because DFCS says they are. They can take your children just based on the fact that they THINK you are using drugs or alcohol, or smoking cigarettes. The family courts usually side with the workers and not the parents. The parents have to work through a safety or case plan which is usually set up for them to fail and they take the children and terminate your parental rights. There is no justice in the Juvenile/Family Courts. I try to help families where I can but there are so many. Some of which are not brought out to media or the public. Just because we are called under an investigation by dfacs doesn't always mean that the parents are abusive. Now grant it, I do know of some cases where DFCS should not have sent these children home -but they did and now it's too late. It's sad that our children have to go through this and go through the system un-necessarily. It truly angers me at how much power DFCS workers really think they have and I intend on doing something about that.
thank you for you comments is nice to see someone that workers for the state cares.We work with dville dfacs and so does the mother and we get no were and the lawyer for dfacs we are told is slit throat and stab you in the back we told the gaurninlitem this is about a child not that. What if this was there familly are grandchild. Peggy walker sits on alot of boards and wants to change dfacs policys from what Ive read well start by shakeing up dville dfacs and get a new lawyer that cares for kids not sliting throats. The judge let me see Brittnii dfacs want we wanted to protect her not lose her. Someone can help stop this but want WHY!WHY!
Someone out there knows about what is going on and has the power to stop it WHY? dont they everyone acts like they are scared of dfacs the lies and baby stealing needs to stop. These kids are not pawns in a money makeing scheme.And the judge need to look at the facts not listen to dfacs.
I hate to say this but I know all too well the ways of DFCS.Houston County DFCS used me as an unfair example by making me a gunnie pig for a law that is now used regularly in Georgia (99) and now I am still suffering for it in Bibb County. One phone call and a past equals losing your children without reason. To know I am not alone gives a little comfort but I so need HELP!!!!!!
